CMS FAQ - Where is usability?

The Centers for Medicare & Medicaid (CMS) maintains a FAQ database ( https://questions.cms.gov/ ) questions submitted for answers having to do with provider programs. Given that The Office of the National Coordinator for Health Information Technology (ONC) has released certification and meaningful use requirements for electronic health records (EHRs) that require that EHR vendors include evidence of user-centered design and user test results in their certification submission, why is the CMS FAQ void of any Usability questions/answers (We've sent several questions!)

Update: In a recent tweet from @Toffleresque we were informed that "On CMS call Tuesday, said EMR/PHR UX is covered in Consumer Engagement initiatives." We tried, and still couldn't find much on usability and nothing on MU stage2 requirements. Reminds me of the old saying amongst UX professionals, "If the user can't find it, it doesn't exist!"
