Meaningful Use

The ONC/CMS Meaningful use program grew out of the American Reinvestment & Recovery Act (ARRA) which was enacted on February 17, 2009. ARRA includes many measures to modernize our nation's infrastructure, one of which is the "Health Information Technology for Economic and Clinical Health (HITECH) Act.

The concept of meaningful use rested on the '5 pillars' of health outcomes policy priorities, namely:

  • Improving quality, safety, efficiency, and reducing health disparities
  • Engage patients and families in their health
  • Improve care coordination
  • Improve population and public health
  • Ensure adequate privacy and security protection for personal health information

The "Meaningful Use" program has been renamed to "Promoting Interoperability"

ONC has included an accessibility requirement as part of their Certification.

ONC Logo

"Accessibility refers to the design of products, devices, services, or environments for people with disabilities. The concept of accessible design ensures both "direct access" (i.e. unassisted) and "indirect access" meaning compatibility with a person's assistive technology (for example, computer screen readers)."

Below is the text from ONC regarding this new requirement:

Meaningful Use and Usability testing of EHRs

The Office of the National Coordinator for Health Information Technology (ONC) has released a set of new certification and meaningful use requirements for electronic health records (EHRs). These require that EHR vendors include evidence of user-centered design and user test results in their certification submission. To be able to obtain the ONC certification EHR vendors must follow a formal User Centered Design (UCD) process and perform summative usability testing on specific areas of the product.

User Experience and Usability Consultation
